Bright Idea 1: limiting greenhouse gas production
Set up a worldwide mechanism for imposing a tax on energy consuming products (cars, plasma TVs, air conditioners, electric toothbrushes, etc). The tax would cover the cost of creating offsets in the form of non-greenhouse gas generating power sources (N-GGGPS). It would be calculated on the average lifetime greenhouse gas generation required to run the product. So, you buy an air conditioner or a ticket to London and it includes a tax amount equal to the cost of generating that amount of power from N-GGGPS. The tax money goes into large scale N-GGGPS projects in parts of the world now reliant on coal, etc.
